The history of the department dates back to January 1972. Its first head was the Candidate of Legal Sciences, Associate Professor V. D. Pakutin. In subsequent years, the Department of Criminal Law Disciplines was headed by V. A. Banin, Doctor of Law, Professor L. L. Kanevsky. In 1991, the Department of Criminal Law, Procedure and Criminalistics was divided into two departments – the Department of Criminal Law and Procedure and the Department of Criminalistics and Forensic Examinations. From that moment until 2010, the Department of Criminal Law and Procedure was headed by the Doctor of Law, Professor Z. D. Enikeev, since 2010-the Candidate of Law E. G. Vasilyeva. Since 2012, the department is headed by Doctor of Law, Professor A. A. Tarasov.
Participants of the Great Patriotic War, Honored Lawyers of the Russian Federation and the Republic of Belarus, who began their career in the law enforcement agencies of the Republic, associate professors F. G. Gilyazev, V. A. Banin and senior lecturer N. A. Vershinin, played an important role in the development of the department and the training of highly qualified lawyers.
A huge contribution to the development of the department was made by Doctor of Law, Professor Z. D. Enikeev, a well-known scientist in Russia and far beyond its borders, Honorary Professor of the Bashkir State University, Honored Lawyer of the Russian Federation and the Republic of Belarus, Honored Scientist of the Republic of Belarus, excellent student of the higher school of the USSR, Honorary Worker of higher professional education of Russia. Despite the huge employment, he always remained attentive and friendly, generously shared a huge life experience, sensitive and careful about the achievements of his colleagues and students, including doctors and candidates of law.
Professor V. D. Pakutin, PhD in Law, has spent many years teaching. His classes, conducted at the highest professional level, have always been a huge success with students.
Today, the department unites active, purposeful, creative teachers.
Together with the Department of Criminalistics, the department oversees the criminal law profile, so along with theoretical training, much attention is paid to the practical training of students. The Department closely cooperates with the Investigative Committee of the Republic of Belarus, the Ministry of Internal Affairs of the Republic of Belarus, the Prosecutor's Office of the Republic of Belarus, the Office of the Judicial Department in the Republic of Belarus, the Supreme Court of the Republic of Belarus, the State Committee of the Republic of Belarus for Justice, the Office of the Federal Bailiff Service, the State Committee of the Republic of Belarus for Youth Policy, the Bashkortostan branch of the All-Russian Public Organization "Association of Lawyers of Russia". Within the framework of this cooperation, students are attached to experienced practitioners as public assistants, provide qualified legal assistance to socially vulnerable and low-income citizens. The institute organizes meetings with graduates working in this system, with their participation in student meetings, the issues of the educational process are discussed. Practical workers are involved in conducting training sessions.
Teachers of the department represent the public in various collegial bodies. Thus, Candidate of Legal Sciences, Associate Professor R. M. Shageeva is a member of the Examination Commission of the Republic of Bashkortostan for the admission of the qualification exam for the position of judge; Candidate of Legal Sciences, Professor M. B. Kostrova-member of the Commission on Compliance with the Requirements for Official Conduct of Federal state civil Servants of the Supreme Court of the Republic of Belarus, the Arbitration Court of the Republic of Bashkortostan, inter-district, district, city courts of the Republic of Bashkortostan, the Ufa Garrison Military Court, the Office of the Judicial Department in the Republic of Belarus and the Settlement of conflicts of Interests; Candidate of Law, Associate Professor Sagitdinova Z. I. - independent expert of the Competition Commission for the competition for the vacant position of the state civil service in the district, inter-district, city courts of the Republic of Bashkortostan, the Ufa Garrison Military Court, the Office of the Judicial Department in the Republic of Belarus and the certification Commission for the certification of state civil servants of the district, inter-district, city courts of the Republic of Bashkortostan, the Ufa Garrison Military Court, the Office of the Judicial Department in the Republic of Belarus.
The Department organizes international, Russian and regional scientific and practical conferences and round tables.
Together with the Department of Criminalistics, the Department of Criminal Law and Procedure opened the first master's program at the Institute of Law in the direction of training 40.04.01 Jurisprudence, the focus of training "Criminal law, criminal procedure and criminalistics". In addition, the department has opened a postgraduate course in the direction of training 40.06.01 Jurisprudence, the focus of training "Criminal procedure". The department actively operates scientific circles on criminal law and criminal procedure, which are led by candidates of Law, Professor M. B. Kostrova, Associate Professor O. V. Kornelyuk.
